 Monitoring the functional existence of political parties: CENA soon on inspection mission

The Autonomous National Electoral Commission (PRICE) held a meeting with political parties this Wednesday 13 October at its headquarters in Cotonou. On the menu of exchanges, there was talk of the descent of the Beninese administrative body responsible for organizing and supervising elections to the headquarters of political parties starting next week.

Selon Robert Anthony, Management control can be described as “The process by which managers ensure that resources are obtained and used effectively and efficiently to achieve the objectives of the organization”. According to the Director of Elections, Abou Soulé Adam, by acting in synergy, the CENA and the DPPAE “would simply like to monitor the functional existence of political parties with regard to their statutory texts and the texts of the Republic”.

The president of the CENA agrees and indicates that the electoral institution only applies what has been provided for by law. “In accordance with law n°2019-41 of 15 November 2019 amending and supplementing law n°2018-23 of 17 September 2018 bearing the Charter of political parties in the Republic of Benin, the CENA is responsible for monitoring and controlling the functioning of political parties in collaboration with the Directorate of Political Parties and Electoral Affairs (DPPAE) », recalled Sacca Lafia.

As usual as a prelude to this important activity, he continues “the CENA wanted to meet you to inform you that mixed teams made up of executives from the CENA and the DPPAE will go to your respective headquarters to collect certain information”

In this context, explains President Sacca Lafia, the CENA has set up an IT platform with a view to creating a database for monitoring and controlling the conformity of the functional existence of political parties in Benin.. “This platform has, among others, a module which will be used during this mission for the online administration of questionnaires to political parties. Essentially three online collection forms will be used, namely: the registration form for the national headquarters of political parties ; the registration form for departmental seats of political parties; the form for recording data relating to the functioning of political parties in accordance with the legal framework”, he says.

To conclude, Sacca Lafia invited party leaders, notably the beneficiaries of public funding, to give a warm welcome to the CEAN teams to make their task easier. 3While renewing my thanks for your presence at this session, I would like, ici, ask you to make yourself available as in the past, to facilitate the execution of this mission which is of capital importance for all stakeholders in the electoral process”.

Note that several political parties such as Bloc Républicain (BR), Popular liberation movement (MPL), the Democratic Union for a New Benin (UDBN), New National Force (NFN)) and others honored with their presence at this meeting.
