Subdivision operations in Benin: A task now assigned to technical committees

From now on, subdivisions in the municipalities are the responsibility of technical committees approved by members of the government. It is at least, what emerges from the interministerial decree dated Tuesday 24 August 2021 which determines the composition of the departmental technical committees and their missions. The latter are responsible for implementing sanitation measures., the completion and closure of land development and urban land consolidation operations.

These technical committees created by the government, will be responsible for conducting all subdivision operations in the municipalities. According to this decree signed by 05 ministries in total, the departmental committee is the operational arm of the interministerial committee for implementing measures in its area of ​​competence. As an executing body for actions and activities to be carried out in the field, the committee will be called upon to collaborate with the town hall. These different missions will consist of : define the major stages and deadlines until the closure of the subdivisions; collect information relating to the perimeters subject to subdivision or urban land consolidation; study the files in connection with the standardized solutions according to the nomenclature ; draw up a roadmap for each of the operations concerned, make the monthly report and a quarterly report on the progress of the work to be submitted to the interministerial committee for the implementation of measures.

The decree stipulates that the departmental technical committee meets weekly when convened by the prefect., chairman of said committee. It can also meet in extraordinary session as many times as necessary when convened by its president., to deal with urgent problems encountered during the implementation of the measures.

It should be noted that this decree bears the signature of the Ministers of Economy and Finance, Living Environment and Sustainable Development, Justice and Legislation, Decentralization and Local Governance and then Interior and Public Security. However, resource persons can also be called upon by the technical committees to contribute to the smooth running of subdivision operations if necessary.
