This is during the program '' Appointment with the spokesperson '' broadcast online on Friday 27 August 2021 that Wilfried Léandre Houngbédji, government spokesperson clarified the reasons for the delay observed in the payment of university allowances.

For the Deputy Secretary General and Government Spokesperson, the delay in the registration process but also in the transmission of the minutes would be the cause of the slowness observed in the process of payment of university allowances. Allocations which should normally allow students to study in good conditions. According to him, as long as the minutes are not transmitted to the structures in charge of the payment of scholarships, it is difficult to make available the list of benefit recipients and satisfy them. To be more clear in these words, Wilfried Léandre Houngbédji revealed during the program that some establishments have still not transmitted the minutes (PV) of their students. “As we speak, you should know that for the year 2019-2020 for example there are still thirteen(13) establishments that have not yet sent their minutes” he specified.

Some students have already received half of these allowances, but for others the path to satisfaction is still far away. Wilfried Léandre Houngbédji, through his exit, therefore hopes to bring the heads of university establishments to take their responsibilities vis-à-vis- vis-à-vis the student layer.

The delay in the payment of university scholarships is one of the reasons which push the students of the University of Abomey-Calavi to start protest marches on the Directorate of scholarships and university relief (dbsu).
