Legislative 2023 : ANIP reassures political parties

Legislative 2023 : ANIP reassures political parties

The reliability of the Provisional Computerized Electoral List (LEIP) was at the heart of a meeting on Thursday 06 last October in Cotonou. It was during a discussion session between representatives of political parties and officials of the National Agency for the Identification of Persons (ANIP).

The discussion and explanation session was moderated by the Agent Manager. In his presentation, Cyrille Gougbédji detailed the process of making the electoral register and declined point by point all the steps that punctuate it. We retain from his presentation that the Provisional Computerized Electoral List (LEIP) does not suffer from any irregularity. Better, it is a chance that the legislator offered to Benin to save money. Following the first display of the LEIP, not all citizens have been able to consult them because they are damaged or torn due to the heavy rains that fell on several regions during the period. Following the complaints of certain civil society organizations and the agreement of the Head of State, ANIP agreed again to display the lists in the 546 boroughs that include the 24 electoral districts of Benin. “Anyone who has not done the RAVIP cannot appear on the Computerized Electoral List (LEI). This is why the ANIP continues to enlist citizens left behind,” explained Cyrille Gougbédji.

From Experience Tèbè to Eric Houndété and Orden Aladatin, representatives of political parties, in their actions, asked comprehension questions about the reliability of the list. So they would like to make sure once again of the card that would be used for the vote of the citizens. For Alain Adihou of the Cauris Forces party for an Emerging Benin (FCBE), the presentation of the Agent-Manager is based on “convictions which are surely sincere”. However, he would like the political parties to be associated a little more intimately with the place of decision to accompany the process. Words of congratulations for "the work that ANIP does and continues to do" launched Jacques Ayadji at the start of his speech. " Me, I understood you because the methodology could be reliable entrusted, as a good mathematician, the President of the Movement of Elites Engaged for the Emancipation of Benin. His concern is whether any personal identification certificate holder is a voter ? All the precautions had their answer at Cyrille Gougbédji. The simple certificate of the personal identification number issued free of charge by ANIP is enough to know who is who.. "But it is not enough to have done the RAVIP to be Beninese", he replied while adding "Because according to the law on the identification of persons in the Republic of Benin, it is intended for all residents. It is therefore necessary to appear on the list to be an elector and eligible..

To those who make comparisons between the ANIP figures and those collected on the internet, Cyrille Gougbédji takes things into account « ANIP, it is a biometric census of the population. This is not an estimated census” corrected the Mandatory Manager before launching a challenge to the contradictors. “The technicians who are available, we have to bring them we will discuss”.

Given the massive and arbitrary changes in polling places noted, ANIP has changed the process. The change will no longer be made by anyone but by the voter himself with the help of an ANIP agent assigned to the boroughs. As well, the display of the Provisional Computerized Electoral List (LEIP) did it start on thursday 06 October and continues until 15 next october. Citizens are asked to go and check their voting centers and ask for corrections or changes if necessary.. To consult the voting center, just type the code *139*7*NPI# on your mobile or go to lei.anip.bj
