Abdoulaye Baldé, Director of APIX Senegal : “The Glo-Djigbé industrial zone is an example to follow in Africa”

GDIZ Benin had the distinct honor of receiving, this Thursday 12 October 2023, a delegation from APIX Senegal. The Director General, Abdoulaye Baldé and his members visited the different production and processing units in the Glo-Djigbé industrial zone. The Senegalese are seduced by the industrial revolution underway in Benin.

It’s an almost marathon day for the Agency for the Promotion of Investments and Major Works of Senegal (APIX Senegal) at Glo-Djigbé Industrial Zone. Abdoulaye Baldé, accompanied by a strong delegation, visited the different production and processing units of GDIZ Benin. Fabric manufacturing factories, passing through the clothing showroom, without forgetting the Mahogany processing room, the refueling is done by APIX Senegal who leaves happy and satisfied with this guided tour. ”I am very impressed with everything I have seen, especially the speed with which the work was carried out. In two years, an entire industrial estate was built. This is an example of an industry to follow in Africa”, said Abdoulaye Baldé.

The latter took the opportunity to greet, Well Named, the efforts of the Beninese government which creates a workforce to get young people out of precariousness. ”We visited a textile zone which trains young people who leave nothing to become someone. All this accelerates the industrialization of Benin and for that, I would like to very sincerely congratulate the government of Benin and the authorities in charge of the industry”, continued the president of APIX Senegal.

It must be said that this visit, which took place within the framework of an inspection mission, was an opportunity for the Senegalese mission, to take an example from Benin. “We came to see how the site was laid out, two years ago evolves. We also came to see how things are going at the management level, story of going to implement this dynamic here in Senegal. We understood that Africa can only develop by innovating in the industrial sector”, concluded Abdoulaye Baldé at the end of his visit. Benin is not the only country to be concerned by this inspection mission. Togo is also concerned.

Abdoulaye Baldé, le technocrate au parcours impressionnant

Sorti avec le grade de commissaire de l’école de police après un parcours universitaire à l’Université Cheikh Anta Diop de Dakar, Abdoulaye BALDE avait été dédié à la lutte contre la grande criminalité avec son passage à la Division des investigations criminelles de la police nationale avant d’être coopté pour intégrer les services de renseignement de la présidence sénégalaise.

Déterminé à aller plus loin dans ses études de droit, il poursuivra ses cours à l’université de Perpignan pour y décrocher un doctorat en droit public. Un parchemin avec lequel il réussira son entrée à la réputée Ecole nationale d’administration (ENA) from Paris. Et une fois de retour au pays, il se perfectionnera en passant haut les mains le très select concours de l’Inspection générale d’Etat (IGE).

Ce profil de technocrate va lui valoir d’être recruté pour occuper de hautes fonctions au sein de l’administration : secrétaire général de la présidence puis directeur exécutif de l’Agence nationale de l’organisation de la conférence islamique (Anoci). Il intégrera également le gouvernement sénégalais où il sera chargé de plusieurs départements, des Forces armées (2009-2010) et des Mines et de l’Industrie, de l’Agro-industrie et des PME (2010-2012).

Sur le plan politique, cet ex maire de la commune de Ziguinchor fut également député à l’assemblée nationale. Une période au cours duquel il a travaillé sur le projet de création de l’APIX dont il prend la charge après sa création.
